Why would you not be able to comply with it? In the new wording you posted, it says key/combination. So presumably a combo lock is acceptable. How would you deal with that situation? You'd have the combo in your head or written down somewhere and if asked, you'd need to provide it and/or open the lock.

No different than if you are using a keyed lock.
