The rule that matches passengers and bags domestically has been gone for a few years now. This is discussed in some length over in the TSS forum.

The US iPhone app has bag tracking (it has for at least a year now); the last time my bag didn't make it with me, I just used that. Since it was on the next PHL-PHX flight, I just hung around the PHX area, then went back to pick it up.
