Since the OP's last post in this thread was more than a year ago, we may never know.

But if one does not own a car but rents one with some frequency, a non-owned-auto liability policy should at least be investigated. Prices can vary considerably, based on one's residence, age, driving record, etc., etc. I have a policy from The Travelers that provides $500K/$500K/$100K coverage, and at my last renewal, the premium was just $30 for six months' coverage.
