Not sure if you can do either at Andaz; no one mentioned anything at checkin. At breakfast they just sat us down at a table and pointed us to the buffet. I did not see anyone ordering a la carte. hailstorm might know; he seems to have worked out all the intricacies at Andaz (at all the Tokyo Hyatts for that matter)..
We have always been satisfied with the buffet, so I have never explored this option. But my experience with Andaz Tokyo overall is that the staff will go above and beyond to comply with any reasonable request.
