Why do people do this? Perhaps, someone who does this, can explain the rationale as the people who do this would appear to be numerous!

Maybe because a bag placed in row 1 by a pax in row 20 may be 'unattended' during the boarding process. A bag placed in CE by crew for a pax in row 20 after boarding is no long unattended.
