In my experience with weather waivers covering AA, Delta, United, and other U.S. carriers, waivers do not offer a refund option. Commonly they offer a short term rebooking window without change fees, sometimes requiring even the original fare class.

By DOT requirement flight cancellations on every carrier, even on non-refundable fares, leave the passenger eligible for a full refund to original form of payment.
