I guess my point is, if I ever chose to work in HK and had a reasonable employer, I would have no trouble getting all the benefits similar to RTL, so it's not like there is much desireability of that in itself. Compared to ROA. So why bother with RTL?

Except on a work permit you are tied to that specific employer.
When you terminate your employer has an obligation to notify HKIS and then you need to exit within 30days as your work permit expired. You may re-enter as a visitor but you cannot legally seek employment nor employment be offered to you.
