Absolutely incorrect - this has nothing to do with codeshares. In fact, award flights can never ever be booked as codeshares - award flights always are booked on the operating carrier code.

The correct answer is any UA saver availability should also be available to any other partner FF program, including Aeroplan.

Whether there is any UA saver availability to TLV is a completely different question. My guess is it's probably pretty difficult to find it - your best bet is probably on the Jewish holidays.
