I called the HHonors desk and it was explained to me that because government employees block off rooms then cancel them when plans change, that they needed to begin prepayment charges for future reservations starting in November.
There is no way this is true. If we book a hotel outside of our travel system (DTS) we have to state that where/how we booked and that the reservation is cancellable. There is no way Hilton would shoot itself in the foot like that.

I just looked at GOV rates for the ES in Albuquerque and it states
"BOOK WITH CONFIDENCE!
$0 due now, no booking fees
Easy changes and cancellations"
