The part that matters is that at check in they will ask for a Government Employee ID, a Government Credit Card for payment , OR Government issued travel orders. If you don't have one of these you'll likely be denied the Government rate.
The part about "Government high demand" doesn't matter much except that the rate may be over per diem.
