I think they are increasingly common domestically but I don't see them often internationally (not going to count beach markets though) at least on flights originating in the US.
And I'd agree that if the J cabin is empty RM did a bad job, but I'm sure there is some random Wednesday/Saturday flight TPAC that's empty up front. Especially around non-traveling holidays. (Halloween)
