I was able to do this when I called in just last week. Told them I've gotten good value out of the card, but with some new offers out there, I doubt I could get the same value to justify the $59 fee. Downgraded without any questions or issues AND got a new chip card (since I got my old Venture card probably a month before chip cards became the standard last year).
Since about May or so, been putting about $2k/month spend on it...it's my only Capital One account.
