While I don't disagree that calling Quality (not this particular one, but in general) a 3* is probably generous, if the hotel fits Hotwire's very vague description of a 3* hotel, I'm not sure there's much you can do. The description only says:
These mid-range hotels offer a relaxed and inviting environment. Extra amenities and clean rooms will make your stay comfortable.
I once stayed at a Quality that had an on-site mexican restaurant, so because of that, I wouldn't be surprised if Hotwire called it 3* for this "extra amenity", even though the rest of the hotel was a dump.
