As this is not policy but has happened to me a few times in the same way, I almost wondered if it was an alternative that was mentioned or if staff simply talk together and that someone started that practice on his/her own initiative and has since been followed by others. It has always been extremely discreet and I'll admit that from the point of view of the (quietly but profusely thankful) GGL it feels like a genuine effort to give us the best possible flight experience.
No it is not policy and I expect it is someone wanting a Golden Ticket off you.
Serving you first is nice for you but it will make everyone else in the cabin feel inferior.
Asking you descretly if you had a preference is a nice touch but I guess it depends what route you travel on, as some routes can have a number of GGLs in CE and really unless you are seated right at the back of the cabin it is not really of much benifit as you will likely receive your first choice anyway.
