Correct. If heading to one of the 6 domestic airports I mentioned above this is possible.

If heading to any other destination then bags would need to be picked up at BKK

The allowance is based upon immi/customs being present at those airports. PG does allow international bound travelers the ability to depart from certain other airports (see your first link - UTH and TDX) but I have idea the logistics there. And I mention it as a side point since it's not what the OP was inquiring about.
