You cannot use a non-saver coach award in conjunction with Cathay as part of one award. You can upgrade from saver Y to saver F if it becomes available. It is unlikely to ever do so on a transcon. TPA is a new market so guesses on award availability would be throwing darts at a dartboard while blindfolded. I would probably see if I could come up with a small stash of Avios and connect to a CX flight on the East Coast via AA.
