No, many ex-Continental Europe (especially sale) fares also have the 'no upgrade' rule. In fact, it's been in place for many years now. Nothing unique to ex-UK fares.

Yes, AA is more flexible with many I fares in terms of the fares being refundable but only on non-JB routes (e.g., ex-IST or ex-KBP or ex-DME). AA's fare rules match BA's fare rules on JB routes.
