No this is standard annotation and means that you can't upgrade the fair for cash to circumvent the restrictions on the base fare. So if the base fare doesn't allow changes and is non refundable you cannot upgrade the fare by paying the difference to a higher fare bucket which allows flexibility.
And it's been there for at least 10 years to my certain knowledge. Ditto many other airlines.
