It is BA s issue to ensure that it fits on board. They made the rules with this hand baggage only fare so get over it! If I want bags checked in then I make that choice please not them. They decided to offer carry bag fare or check in fare. Tough!
BA is no different than any other carrier. In fact, it's allowances are quite generous. But, like all carriers, if there is no room, there is no room.
Maybe the solution is to cut the allowance to one bag under the seat and to charge for space in the OH. Let's see how the whinging goes with that !
