You can use government rates for leisure. I used my US federal government contractor rate for a Hampton Inn at Laval (near Montreal) during Labor Day Weekend. The manager said don't bother as I was taking out my government contractor badge to show him. I loved the currency exchange too as the US dollar has appreciated nicely against the Canadian dollar. Room was 140 canadian(inclusive of the taxes). Nearly 100 US during a last minute busy weekend rate.
