Well, first it depends what KIND of train you are on. The best is ICE (inter-city express), 2nd best is IC (inter-city) and EC (euro-city). EC could be an Italian, French, Austria..etc., etc. train.
If you want to get anywhere fast you have to get on an ICE train at a larger city.
The difference between 1st and 2nd on an ICE isn't huge...mainly more tables and all business people. 2nd on ICE would also have students...kids and be louder and busier.
On IC and EC it makes much more of a difference being in 1st.
Forget IR trains.
