"First Class" for domestic but "Business Class" for int'l?

Was wondering...why is it that within the United States, the forward cabin in 2-class aircraft is always called "First Class," but the minute that same flight goes international (even to Latin America), the cabin is marketed as "Business Class," when when the seat and/or service may be virtually identical to domestic first class. Why is this?
