In theory they could. Don't know about the specifics at YYZ, but in YVR, what they could do is lock the door between the C and D gates (or move the walls when the C/D swing gates are in use) so that nobody from the D gates can enter the C gates.

As for those transferring from the C gates (domestic) to international (D gates), they would have to re-clear security to enter.

Those who are already in the D gates (eg. they change their mind and don't want to fly) and want to leave the secure area must report to Canada Immigration and Customs on the arrivals level.
