The reason is 'surge pricing' - much like Uber.
GoGo prices continue to rise as they get more popular, to actually DIScourage people from using it.
They have a whole lot less bandwidth to go around than the other inflight wi-fi providers (including the ones United is using on their non-GoGo fleet) - and as such, they figure it's better to charge more for those who will pay whatever it takes, than to make it cheap for the masses to use.
It's a very, very finite resource (about 3mbit for the entire plane) - so they price it high to quell demand ...
