Nope. I mean, Australian kiosks mandate PIN and they switched to EMV later than Europe, not to mention the recently mentioned examples of European kiosks still not accepting signature only cards. Those examples aren't even off the beaten path where tourists are unlikely to visit.
Either Visa needs to enforce the no CVM kiosk mandate much, much harder, or just give up and encourage/require PIN to be on the CVM list somewhere (even if it's below no CVM so that it's never asked for in the US).

The banks and issuers were against it while the merchants seemed to favor it.
Thing is, it would take the signature verification task out of the hands of their employees, which would seem to be to their advantage.
The article/op-ed above was written by someone who works for the American Banker's Association, so I would consider that not a change in position.
