For Target, yes, Citi does get a PIN prompt that's unavoidable when I tested it (transaction fails when you try to get around the PIN). As or Best Buy, none of the three around me have EMV or Apple Pay yet, so I don't know. Also, I've tried multiple merchants with FD-35/FD-100 combo units and all seem to go signature not PIN. But I did manage to get online PIN at a locksmith with an Ingenico iWL250 over GPRS. So it seems like Ingenico takes online PIN while First Data doesn't.
