They don't need to certify each terminal just the initial software. They can install it at a later date.
Still, Verifone et al are likely extremely backed up at this point with last minute orders. Even if Safeway started getting certification a year in advance, not upgrading terminal hardware until now means not all stores will get EMV in time.
