Also Kroger's convenience stores and grocery fuel stations do not have customer pinpads, the cashier still swipes the card. They use a Radiant POS. Some of them still use a white/canary paper for customer vs. store copy even.

Safeway/Vons I also expect to meet the deadline. They have been busily upgrading registers lately.
IMO in order to meet the deadline you needed to have had new terminals at your stores pretty significantly far in advance; that's why the retailers I listed were able to turn things on with time to spare (and soon Walgreens, Best Buy and probably Kroger). Safeway didn't start installing them until recently so I don't expect them to make it. Though, perhaps they'll flip it on at the stores that have upgraded equipment already.
