I think it just got stuck between the round of new openings in the 90s and the subsequent round in the mid-late 00s. It could have carved out a niche except that the other Marunouchi high end hotels came on line.
I liked certain elements of my one stay at FS Marunouchi but despised other other aspects of it. Being a boutique hotel is a cute novel idea but when your service and hardware can't beat a full sized competitor then that's where you have problems.
