Some B fares (especially ex-Europe) do have a change fee.

In most cases there are multiple B fares, the lowest typically has a change fee and a Sat night / minimum stay requirement while the (substantially) more expensive B fares are fully-refundable.

Only the Y are fully flexible / refundable / have no restrictions.
