So does this problem occur if you want to change one leg to a later or earlier flight the same day?

Let's say I book FRA-SIN-SYD (<24 hr connection), and then an earlier SIN-SYD flight opens up so my layover in SIN would be shorter. Would the agent be unable to make this change unless there were an award seat available FRA-SIN?
