It depends if they even had to pay VAT.
I just checked an eticket form BA issued in 2014 and they mentioned that air travel is not subject to VAT.
as per the European Commission all air travel is exempted from VAT as per

At least it was when the PDF file was created, and I have not heard of a change on this.
There is a 700 baht (~17.50 Euro) passenger service charge for your return flight ex Thailand on the ticket that should be refundable.
You might want to check if the other airports charge this as well.
