NRT may or may not have ATMs. In any event, they do not work with the US based networks Plus and Cirrus.
Prior to remodeling, I used the ATM on ground level in Terminal 1 (past immigration/customs) on several occasions. It was connected to the Plus network. I haven't consciously checked ATM status in NRT lately.
