As of last year, not only did KMG (Kunming, China) not have an ATM, they didn't even have a money changer, and this is in the brand new international terminal! I was low on RMB, and sort of had a sense as to how they were operating, so I found a cleaning lady who took me into a back room for a private exchange... at least I got a good rate
