Depends on the type, but yes it is.
On some types the lights won't come on until the gear is selected down. Anyway, on many aircraft the lights you can see from the cabin aren't landing lights. They are often in the nose wheel.
I assume you had a copy of the relevant aircrafts FCOM to hand?
Haha! No, but I very much enjoy learning anything about aircraft and have been laughed at by friends for reading PDF FCOM's which are is substitute for the incredible level of experience you all have - no criticism was intended ^
