In another scenario, what happens if someone books a rental car under their name and something comes up (flight delayed, schedule change, etc) and they cannot be there to pick it up, can a family member not pick it up on their absence if they are pre-authorized by the Renter? That surely has happened many times in rental situations?

I have done this multiple times with hotels when booking for other people to stay on my account wihtout me being there and its no problem, they are happy to take my money / points, etc..

As the last poster and Hertz reps have told you, it can not be done.

If you want to pay for your mom's rental, my best suggestion is do a Priceline Name Your Own Price rental in her name. It's pre-paid and you could pay for it on your card. BUT she will still have to present a credit (or in some cases ok for debit) card at the rental location (and it might not be for Hertz but it will be a major car rental firm) with at least $200 in open credit as a security deposit.

•You are guaranteed a car from one of the following major rental car companies: Alamo, Avis, Budget, Hertz, National or Sixt.
