Depends on the type, but yes it is.
On some types the lights won't come on until the gear is selected down. Anyway, on many aircraft the lights you can see from the cabin aren't landing lights. They are often in the nose wheel.
I assume you had a copy of the relevant aircrafts FCOM to hand?
