I agree that having it below No CVM means that you should only ever be prompted for a PIN at a kiosk (thus can't do signature) that doesn't support No CVM (contrary to Visa's mandate).
AllieKat reported that this current version still supported PIN purchases, but as you and I observe, it won't at unattended kioks unless No CVM is NOT supported. This results in the card FAILING at an unattended kiosk if no CVM is supported and the amount is above the No CVM limit rather than asking for a PIN?!?
Doesn't make any sense [yet?] to me to "apply succeeding" CVM by last CVM since there is no succeeding CVM to apply. Almost looks like someone goofed and simply switched the order (which also switched the apply/fail) without noticing that issue. Weird!
