On most RT fare rules (does he have a RT coach ticket exUSA or not???), after the outbound has been flown, you can rebook the return for just the change fee if your fare class inventory is available and the change fee plus fare difference otherwise. Except for nonrevs, I'm not sure it's possible technically to fly standby on international flights (except perhaps Canada, etc. that's included in the SDC rules).
