If on the same ticket, you should be able to through check your luggage from JetBlue to SQ. SQ are listed as a "MAY CHECK BAGGAGE TO" partner of JetBlue on expert flyer. Likewise you will be able through check from SQ to Virgin Atlantic. With Virgin America, the tags should be printed all the way through, but of course you will have to collect baggage on arrival in the US, clear customs and drop bags off again at the VX counter.

Not sure what the rules are for luggage allowance. I wouldn't assume star alliance extra allowance applies on non star alliance partners, especially if the journey is starting with them.
