I've checked in my electric scooter as luggage.

This includes taking the front wheel off, packing the whole thing into a giant golf bag, foam padding, the works.

Here are issues you might consider:

1) Handling care. Assume there won't be any. One trip, the bag was apparently thrown so hard that it snapped 1 out of every 8 plastic zipties (I have 4 extra Li-Ion batteries mounted as a spare battery pack). The vehicle itself was never damaged mostly because it is hard metal everywhere

2) TSA. TSA can and will look through checked items, and may well put your bike through extra screening. All those metal tubes...
I also have some reason to suspect the extra inspection might cause both handling damage and/or flight delays. Anything really unusual - which a collection of metal tubes and/or a big chunk of Li-ion batteries (my scooter has both) is very likely to cause super special checks.

3) Transport to/from airport. Having the golf bag was awesome because it has wheels. Moving a 70lb bag without wheels sucks. More importantly, the bag allows the addition of tools which you may well need to tighten brakes, reattach seats, etc which got loosed by 1). I've since replaced the golf bag with a custom case - you might consider the same if you plan to travel regularly with your bike. Having a case also largely removes the "can I take it" issue since the worst that happens is that you get charged for an oversize bag.
