As far as I can tell there is no issue with putting personal items in the overhead. While the personal item must fit under the seat you are not required to put it there. On all my recent flights (10 in the last several months) the overhead bins have been far from full, most were virtually empty.
Thanks, rsteinmetz. That's some good knows. I was hoping I could put my briefcase-sized laptop case (with laptop and rolled up clothes) up in the overhead compartment so I could put my feat under the seat in front of me. I'm 6'2" and I'm a little worried about the compactness of Frontier's cabin.
