The certification requirement is that the airplane must withstand touchdowns at 600fpm (feet per minute) descent rate at its maximum LANDING weight without damage. It must also withstand touchdowns at 360fpm at its maximum TAKEOFF weight.

A normal touchdown above max landing weight will not cause any damage but a maintenance inspection will be required.
