For DUB arrivals it's easy to predict, since there are no passports / immigration if you go directly to the exit. It will take you 7 minutes to get landside from your arrival gate 23 or thereabouts. It then takes about 90 seconds from there to the North end of Arrivals to the left luggage shop. You need to be thinking of getting back to security on your longhaul service about an hour before departure, the formal deadline for those with checked luggage is 45 minutes, 35 minutes if HBO. So, as you can see, this is all doable and you have about an hour's contingency. However it does add an extra layer of risk, something else that can go wrong, so you need to think what is your Plan B.
