Some countries used to restrict the validity of some passeports they issued to some countries. E.g. some eastern block countries would have a field in their passport "this passport is valid for travel to the following countries:" and then eather list all communist countries or state "all over the world".
Today it's rarer to see such a field in a passeport.
Also there is always the Israel issue, but they must be used to it, and probably this is not an issue, they would just dispatch you anywhere else.
To be technical, a Lebanese passport holder can enter Israel (albeit requiring a visa). The issue would be getting back into Lebanon afterwards. I am in agreement with
Cerebrito that unrestricted global travel is to exclude applicants with travel bans.
