Since moving to American, I have enjoyed their policy that Prem Execs in Y can have anything from the cart. In F, if I ask for something from the cart there has never been a problem. In fact, this week, on a MCI-PHL, 2.75 hour flight, served a cereal plate. I was asked if I wanted something more from the cart!
