simply took 40 minutes from deplaning to bags arriving on luggage carousel

(arrived at 35X). I feel like the O&D baggage patiently waited for the connecting baggage to be re-screened before it broke off to the baggage claim.

This is not unique to Canada. Arriving passengers from pre-clearance stations are treated as domestic arrivals. Part of certifying pre-clearance is that the host nation provides passenger screening at least at TSA standards.
However, this requirement does not exist for checked luggage. Thus, arriving luggage from a pre-clearance station is rescreened if it connects. If it is O&D traffic it is simply delivered to the domestic belt.
