Thanks for explanation wrt checked luggage. In this case, it simply took 40 minutes from deplaning to bags arriving on luggage carousel (arrived at 35X). I feel like the O&D baggage patiently waited for the connecting baggage to be re-screened before it broke off to the baggage claim.
