I suspect the issue is that the OP's travel is exempt from at least some state and local taxes. This is true for state government payment in some states. For example, at least in the past New York had such rules, including taking a guest to dinner in a restaurant, and it seemed to apply to all SUNY accounts upon presentation of some sort of official paper saying that it was state business. If the tax is incorrectly charged, reimbursement could be a real mess.
