People who panic cause deaths, if you evac with luggage you should be prosecuted for failing to obey instructions under law, no ifs no buts. But that would run counter the pervasive culture in aviation safety (unfortunately eroded somewhat of late) that the focus should be on lessons learnt and not on individual blame. There has long been an understanding that an open culture around issues of safety is best, and that individual errors often have a root in underlying culture.
There are undoubtedly lessons to be learnt here, but it would be far better to try to understand why people took their bags with them, which is best done with their cooperation, than it is to make an example of them.
I would also point out that the most important thing is that people act quickly and effectively. Introducing uncertainty into the mind of someone close to panic is not a good idea. The last thing you want is for someone to dither when they weigh up the likelihood of prosecution. Even worse would be if people start to abandon their bags close to the exit.
