If the aircraft is airworthy but is nonetheless to be scraped, there may be no need for a second engine; it might be possible to obtain a single-engine ferry permit.
Have you seen the pictures? This plane won't fly again.
FAA will not issue a ferry permit for a twin with one engine INOP (14 CFR 91.611) (let alone to a plane with heat damage to the fuselage on the L/H side).
